In October 1960 the National Air Traffic Control Planning Group was set up with the following terms of reference and membership:-
(a) To undertake a study of what is required for a joint civil/military Air Traffic Control System in the period 1 965-1 975, taking into account : –
An assessment of the detailed operational requirements of the different airspace users;
System planning and evaluation;
Research, development and scientific studies;
An assessment of manpower and training requirements ;
An estimate of the broad order of costs.
(b) To outline the action to be taken to introduce their recommendations, particularly as regards the timing of the development and provision of equipment.
(c) To report to the Air Traffic Control Board within six months.
